Appointments to Committees and Outside Bodies

 

 

Report of the Assistant Chief Executive Legal and Democratic Services

 

1.0       PURPOSE OF REPORT

 

1.1       To invite the Executive to make appointments to those outside bodies which fall to be

            made by the Executive under the Council’s Constitution.

 

 

 

2.0       BACKGROUND

 

2.1       Following the cessation of the 7 District and Borough Councils on 31st March 2023 there are a number of appointments to Outside Bodies to be made.

 

3.0       APPOINTMENTS TO COMMITTEES AND OUTSIDE BODIES

 

3.1       Appointments to Outside Bodies were made by the Executive in May 2022 for the final year of North Yorkshire County Council and then for a period of 4 years from the start of the new Unitary Authority to May 2027.

 

3.2       The recent cessation of the seven local District and Borough Councils means all outside body appointments now fall under the jurisdiction of the new North Yorkshire Council with effect from 1st April 2023.

 

3.3       Appendix A sets out the table of appointments to outside bodies which fall to be made by

the Executive. It details all Councillors appointed by the Executive in May 2022 noted in black, together with details of Councillors already appointed to bodies from their previous District or Borough Councillor position, these are noted in red. These are Category 1 partner appointments.

 

3.4       Category 2 and 3 appointments to local bodies will continue to be made by the relevant Area Constituency Committee.

 

3.5       Detailed information in respect of each outside body, including the following, is available to

            Members on request to Democratic Services:-

                        • Purpose of outside body

                        • Meetings – frequency per year; venue; time of day/evening meetings held

                        • Recent Minutes

 

4.0       ALTERNATIVE OPTIONS CONSIDERED

 

4.1       There is an option not to appoint to all or some of the existing outside bodies, however this was discounted on the basis that it is beneficial at this time to keep all the existing appointments to provide local support by Members.  For the future there will be a review of the number of all outside bodies as this currently stands at approximately 218. This will be within the next 12 months. At this stage the working assumption is that the number of outside bodies appointed to by North Yorkshire Council may be reduced to better align with the strategic and operational priorities of the Council. The approach to this review is being worked up and a further update will be provided in due course.

 

5.0       FINANCIAL IMPLICATIONS

 

5.1       A significant proportion of the appointments may result in travel claims being made for attendance at meetings. There are no other significant financial considerations.

 

6.0       LEGAL IMPLICATIONS

 

6.1       There are no legal implications arising from this report.

 

7.0       EQUALITIES IMPLICATIONS

 

7.1       There are no equalities implications arising from this report.

 

8.0       CLIMATE CHANGE IMPLICATIONS

 

8.1       There are no climate change implications arising from this report.  

 

9.0       REASONS FOR RECOMMENDATIONS

 

9.1       Appointments to outside bodies are made by the Executive as per the Council’s Constitution.

 

10.0

RECOMMENDATION(S)      

 

 

i) That the Executive appoint to the vacant outside bodies specified in the appended table

shown at Appendix A, if they so wish, or defer appointments to a later meeting.

 

ii) That the appointments previously made at District and Borough level are ratified and continue as a North Yorkshire Councillor appointee, subject to the individual Member acceptance of the position. These appointments are noted in red.

 

iii) That a full review of Outside Bodies takes place within the next 12 months.
